《維也納外交關係公約》（Vienna Convention on Diplomatic Relations），規範的縮寫為VCDR[4]，是一項界定獨立國家間外交關係框架的國際條約。它規定了外交使團的特權，使外交官能夠在不擔心受到東道國脅迫或騷擾的情況下履行職責。
《維也納外交關係公約》構成了外交豁免權的法律基礎。該公約被廣泛地視為現代國際關係的基石[5]，於1961年4月18日於聯合國外交往來與豁免權會議中採用[6]，1964年4月24日正式生效[7]。截至2018年10月，已有192個國家批准了該公約[3]。
