第一海军大臣（英语：First Lord of the Admiralty)[1]，正式称法为第一海军大臣部门（英语：Office of the First Lord of the Admiralty）[2]，简称为第一大臣（First Lord）。是英国皇家海军(及其前身英格兰海军)的内阁层级领导。为政府中的海军高级顾问，并负责决定海军部的行动方向，在英格兰王国、大不列颠王国及联合王国时期都负责海军的一般行政(包含皇家海军及皇家海军陆战队)。而这也是已知最早的常设职位之一。除了是皇家海军的政治领导外，第一海军大臣同时还具有运作海军大臣部门之委员会主席(President of the Board of Commissioners for Exercising the Office of Lord High Admiral)(又被称为海军委员会主席)，其中包含文官及职业海军军官，其中最高级之海军将领为第一海务大臣（First Sea Lord，即海军参谋长）。第一海军大臣于1628年设立，直到1964年废除，其底下的海军部则与陆军部、空军部及国防部共同合并为新的国防部，其职权则转移给国防大臣。
历史
1628年查理一世时期，英格兰海军大臣乔治·维利尔斯遭到暗杀，而其部门则成为委员会的一部分并受其控制。
1628年理查·韦斯顿被任命为第一任第一海军大臣，一开始这并不是一个常设的职位，直到1709年海军部正式设立成为英国政府部门的一部分，并以第一海军大臣为其领导[3]，并取代了稍早的海军及海军陆战队事务部门(Office of the Admiralty and Marine Affairs)[4]。在17世纪及18世纪早期，该职位有时会以委员会的形式存在于海军部中，所以下方的第一海军大臣清单中的任期有些间隔，而有一小部分第一大臣一度担任海军大臣。
光荣革命后，在威廉三世及玛丽二世统治期间，国会于1690年通过海军法案，正式赋予权力予由海军大臣所领导的委员们。[5]
