官方（英语：the Crown；有时译作国王、王冠）泛指英联邦王国或是其下级行政区划（如州、省及皇家属地）政治实体的各种面貌。法律上定义不明确，不同用法有不同意思。可以指君主个人身份、国事上的身份，也可以指法律制度、政府职能及公务员体制。在从英国独立并继承普通法制度的共和国，如美国及爱尔兰，相应的概念被改称作“人民”或“国家”；回归前香港法律一般把 the Crown 译作官方（另见官地）。官方是同时代表行政、立法与司法的单一法团。最初在英格兰王国发展出官方的概念，是为了把君主具公共性质的财产与君主的私人财产分开。这概念经由英国殖民统治，现在植根于英国 、英联邦王国15个独立国家与3个皇家属地的法律词汇。
概念
国王（the Crown）的概念从封建制度而起。[1]欧洲各国的传统各有不同，而在英格兰王国的一切封建权利与特权最终都归属统治者。例如土地方面，国王（the Crown）把土地授予领主以交换军事服务， 而领主则把土地转租给下级领主。又例如国王（the Crown）是所有财产的最终拥有人，所以当某样财物变成无主财物，该财物即归于官方拥有。
君主本人是官方在世的体现，[2]被视为国家的拟人化。[3][4][5][6][7][8][9]于是，在位的君主身上被视为有两种同时存在的角色，其一是他天生为人的角色，其二是法律所赋予他的国家角色。官方与君主本人“概念上可分割，但法律上不可分割……此公职没有人担任就不能存在”。[10]“国家”、“官方”[11]、“（某属土）赋予权利的官方 （the Crown in right of [jurisdiction]）”、“以（某属土）为权利主体的女王陛下 （Her Majesty the Queen in Right of [jurisdiction]）”[12]等用语都是同义词，有时君主的法律人格也会简称作相关属土的地名。[7][13]（在大陆法系国家，国家的概念相当于国王[14]）。
香港
香港回归前，香港法律一般把 the Crown 译作“官方”。1997年，临时立法会通过香港回归条例[15]，把香港特别行政区法律中对官方的提述作适应化修改。视乎范畴，官方分别须解释为中华人民共和国中央人民政府，或是香港特别行政区政府。
