三网融合的大意，即电信网络、广播与电视网络、信息网络的融合与发展。
数字时代的通讯传播不再只是单一的电信或传播媒体，而是整合了电信、信息与传播的新媒体（Multi-play），未来不同的网络平台具备载送相似类型服务的能力，而服务提供商提供消费者多元且功能整合的终端设备。
